Idaho's New Conceal Carry Law - What It Means for You Published Aug. 3, 2016 By Tech. Sgt. Jayd Rowles 366th Fighter Wing Judge Advocate Office MOUNTAIN HOME AIR FORCE BASE, Idaho -- In March, Idaho Governor C.L. “Butch” Otter signed Idaho Senate Bill 1389 into law, changing the state requirements for concealed handguns. The new law, effective July 1, allows Idaho residents over the age of 21, who are not otherwise disqualified, to carry a concealed handgun without a permit. However, the new law does not extend to members of the US Armed Forces unless they are residents of the state of Idaho. Because the amended Idaho Code Section 18-3302 does not define the term "Idaho resident," military members and civilians stationed here should know that it is unclear whether this law applies to them or not. It should also be noted that concealed carry on installation property is still prohibited. Here are some key points regarding the new law: Idaho residents cannot carry a concealed firearm without a permit within 1,000 feet of school grounds (see 50 U.S.C. 922(q)) or at several other locations to include jails, juvenile detention centers and courthouses. It is illegal to consume alcohol or be under the influence of drugs when carrying a concealed weapon. You cannot carry a concealed weapon onto another person’s private property without their permission. This includes businesses with a no-weapons policy on their premises. Idaho state residents are still required to have a permit to conceal carry outside of the state. The new law technically only applies to concealed handguns, so other concealed weapons still may not be carried within city limits without a permit. Anyone interested in obtaining an enhanced concealed carry license may still apply for one by completing all of the requirements outlined in Idaho Code Section 18-3302K.
