Sponsorship

The following information is required to process background checks, provided on an SF Form 30:
  • POC Name
  • POC Organization
  • POC contact number
  • Date(s) of visit
  • Name of visitor(s)
  • Date of Birth for all visitors
  • Social Security Numbers for all visitors
This information must be sent with encryption from a .mil email account to the VCC mailboxEmail requests received from other sources WILL NOT be processed

Policy Change

IAW AFMAN 31-113 Installation Perimeter Access Control:

6.6.5. Telephone sponsorship is not authorized without identity proofing the sponsor. A telephone with caller identification is not considered an acceptable identity proofing measure.The following are acceptable identity proofing measures: a digitally signed and encrypted email from a .mil address with all required information (e.g., name, organization, phone number, date(s) of visit, name of visitor(s), etc); or locally devised computer programs that allow requests from a .mil computer or account.  ***Waiver authority:  AF/A4SO***

Only acceptable means of sponsoring visitors onto the installation:
1.  An encrypted email from a .mil account with the below Sponsorship information.
2.  Physically meeting your guests at the gate.

Contractor Passes

***VCC MUST RECEIVE SF FORM 30 TWO WEEKS PRIOR TO PROJECT START***

1.  POC submits an SF Form 30 (must be encrypted and from a .mil account) to the VCC mailbox ("366 SFS/Form 30") or bring the SF Form 30 in person to the VCC (allows SF personnel to identity proof Sponsor).

2.  Sponsor notified when background checks are complete; if access is granted, sponsor will be sent a copy of approved SF Form 30 for them to forward to visitor.

2.1.  If access is denied, sponsor will be sent a copy of an approved Denial Letter for them to forward to visitor.

3.  Sponsor sends approved SF Form 30 to visitor, the visitor then presents the approved SF Form 30 at the GRANDVIEW GATE.  A pass will be issued after visitor provides completed SF Form 30, valid picture ID and vehicle is searched (if applicable).

4.  If contractor is operating a commercial plated and/or commercially marked contractor vehicle they MUST enter base via the Grandview Gate. (Beginning 7 Jan, 2017, the Grandview Gate hours for Saturdays will be 6 a.m. to 10 a.m.)

5.  If the contractor is operating Privately Owned Vehicle (not commercial plated and/or commercially marked contractor vehicle) they can enter base via the Main Gate after they receive a contractor pass/badge from the VCC.

6.  If the Form 30 was not sent in advance, sponsors MUST either turn in the SF Form 30 in person at the VCC or Grandview Search Facility OR call the VCC (208-828-4139) or Grandview Search Facility (208-828-1297), ascertain who is working, and send them an encrypted email from the .mil account with a completed SF Form 30 attached.  The VCC mail box indicated in item 1 above WILL NOT be used for SF From 30s that are not submitted prior to the visit

6.1.  Once the SF From 30 is received, a background check will be completed (based on when SF Form 30 was received and the number of personnel waiting to be issued passes). 

6.2.  If access is granted, contractor will be issued pass as indicated above.  If access is denied, contractor issued Denial Letter (contractor responsible for notifying sponsor).

7.  After Duty Hours (0730-1630):  Contractor passes/badges are not issued after-duty hours.

***All commercial plated and/or marked contractor vehicles MUST enter through the Grandview Gate***

Visitor Request

1.  Sponsor submits an SF Form 30 (must be encrypted and from a .mil account) to the VCC mailbox ("366 SFS/Form 30" on the Global) or bring the SF Form 30 in person to the VCC. (allows SF personnel to identity proof Sponsor)

2.  Sponsor notified when background checks are complete; if access is granted, sponsor will be sent a copy of approved SF Form 30 for them to forward to visitor.

2.1.  If access is denied, sponsor will be sent a copy of an approved Denial Letter for them to forward to visitor.

3.  Sponsor sends approved SF Form 30 to visitor, the visitor then presents the approved SF Form 30 at VCC or gate.  A pass will be issued after visitor provides completed SF Form 30, valid picture ID and vehicle is searched (if applicable).

4.  If a Form 30 is not submitted by an encrypted email from a .mil account, the sponsor MUST be present at the gate for pass issuance.

5.  After Duty Hours (4:30 p.m. - 7:30 a.m.):  If form 30 was not sent in advance, sponsors MUST turn in the SF Form 30 in person OR call the Main Gate at (208) 828-6797, ascertain who is working, then send the encrypted email from the .mil account to the gate guard for processing.

5.1.  Visitors passes issued at the Main Gate (after duty hours) are only valid for a 72 hours.  Visitors requiring passes in excess of 72 hours must be issued a pass from the VCC during normal duty hours.

Special Events

Entry Authorization List (EAL) procedures for eight or more attendees

***VCC MUST RECEIVE SF FORM 30 TWO WEEKS PRIOR TO EVENT***

1.  Sponsor submits an SF Form 30 and cover letter (must be encrypted and from a .mil account) to the VCC mailbox ("366 SFS/Form 30") or bring the Worksheet and Cover Letter in person to the VCC (allows SF personnel to identity proof Sponsor).

2.  Sponsor notified when background checks are complete; if access is denied, sponsor will be sent a copy of an approved Denial Letter for them to forward to visitor.

3.  After EAL has been validated, a notification will be sent to the sponsor and the EAL will be maintained at the Main Gate.  Visitors on the EAL requesting entry for the event must provide a valid photo ID to the gate guard for verification.
